Insulating, water repellency needs improvement

I bought the jacket for the winter, especially for all weather. Jacket insulates very well and the fit is great. For water repellency: 10,000 mm water column, so you expect the jacket to stay dry for a while. If it rains 2.5 mm and I ride my bike for 15 minutes, the sleeves of the jacket are completely soaked. It's still fine on the first ride in the rain, after that the jacket absorbs itself like a sponge. Water repellent is something else for me. I have rain trousers with a water column of 20,000 mm, so nothing gets through. The jacket is great for cool temperatures, but the performance could be better in the rain. However, the material dries very quickly.
